Bylaws of Free Wheelers Intra Club

ARTICLE I

ORDER OF BUSINESS

Sec. 1   Parliamentary procedures for all meetings of the Club or the Executive Board shall be governed by the current edition of ROBERT’S  RULES OF ORDER NEWLY REVISED except when they conflict with these Bylaws.  The Order of Business shall be:                                                 A.  Pledge of Allegiance, Invocation

B.   Roll call of Executive Board and determination of quorum

C.   Reading and approval of the minutes of the previous meeting.

D.   Treasurer’s report and reports of other officers.

E.   Reading of correspondence

F.   Reports of committee chairpersons.

G.   Unfinished business

H.   New Business

I.     Announcements

J.    Adjournment

ARTICLE II

COMMITTEES

Sec. 1   Standing committees shall be comprised of:

A.   Audit

B.   Nominating

Sec. 2   The President shall appoint and be ex-officio member of all committees except the Nominating Committee.

Sec. 3   All committees shall consist of a Chairperson and as many members as deemed necessary by the President.  Chairpersons shall submit written reports annually or for information.

Sec. 4   Special committees may be appointed by the President as required.

ARTICLE III

DUTIES OF OFFICERS

Sec. 1   The President shall preside at all meetings of the Club and the Executive Board;  enforce the Constitution and Bylaws; appoint Committees (except the Nominating Committee) and Regional Representatives;  be an ex-officio member of all Committees except the Nominating Committee.  The President shall forward a list of the Club Officers to International Headquarters and said list shall be received at Headquarters on or before November 14th for publication in the WBCCI annual membership directory.  The President shall provide the Newsletter Editor an article of interest to members about future plans, scheduling of activities or other items pertaining to the Club to be included in each issue of the newsletter.

Sec. 2   The First Vice President shall assist the President, preside in the absence of the President, and make periodic reports to the President.  Contact all Region Presidents and 1st V.P. asking for their encouragement of all singles in their regions to participate in support of those newly single members to retain their membership in WBCCI.  Suggesting a “singles” get together at their Region Rally, and Free Wheeler membership.

Sec. 3   The Second Vice President shall assist the President, preside in the absence of the President and the First Vice President.  Shall make arrangements for the annual meeting, and insure that the time, date, and location is published in the International Rally program and other places as appropriate; e.g., club newsletter & bulletin board.

Sec. 4   The Third Vice President shall assist and be guided by the President in carrying out the duties and responsibilities as may be assigned by the President; shall be responsible for the implementation of a Bulletin Board for the International Rally.

Sec. 5  The Corresponding Secretary shall assist the President as directed and will have the responsibility of administering the program of communications with newly single WBCCI members, whether the surviving spouse or a divorced person, as well as new members of WBCCI who are single.  All Free Wheeler communications with these persons will be prepared and mailed over the signature of either the Secretary or the President.  Statistical data will be developed with the Treasurer so that the efforts put forth to expand the membership of the Club may be periodically evaluated.  The data will be maintained in proper form and transferred to the succeeding Corresponding Secretary.

Sec. 6  The Recording Secretary shall maintain the minutes of all official meetings.  Copies of same shall be mailed to members of the Executive Board no more than 30 days following each meeting;  shall record the attendance of the officers at each meeting and advise the presiding officer if a quorum is present.

Sec. 7  The Treasurer shall maintain the financial records of the Club and shall receive all monies and promptly deposit them in the bank chosen by the Executive Board.  Said bank account shall be set up so that in the event the Treasurer becomes incapacitated, the President will be able to access the funds.  Shall notify members of expiration of dues and issue receipts for dues paid; submit a written financial report to the annual meeting and additional financial reports to the President or Executive Board upon request.  The Treasurer will prepare the Free Wheelers Directory soon after November 1st, and send one copy to each member plus 2 copies to WBCCI Headquarters.

The Treasurer shall be responsible for printing address labels for all mailings.  The treasurer shall furnish to the newsletter editor membership changes to be published.

The Treasurer shall have all expenses for mailing and supplies reimbursed from receipts which shall be retained in the financial records.  The Editor of the Newsletter shall have all expenses reimbursed relating to the publishing of the Newsletter.  The Treasurer shall reimburse all expenses incurred by other officers up to a maximum of $100, upon submission of receipts.  Reimbursement of receipts larger than $100 will require approval by the Executive Board.  Expenses for the newsletter and directory shall be exempt from this requirement.

Sec. 8   The Newsletter Editor shall write and publish the Free Wheeler Newsletter not less than four times a year and send one copy to each member, International Officers and Region Presidents;  and two copies to WBCCI Headquarters.  Shall confer with the President for the approximate dates for the succeeding issues and request an article from the President covering items of interest to members, for use on the front page of the newsletter.  Shall offer space in the newsletter to publicize any Region activity aimed at single members.  Shall encourage members to take pictures of activities for inclusion in all issues;  be in contact with Region “reps” for general news and prospective activities and participation in caravans;  include the names and general information of all new members who have joined since the previous issue.

ARTICLE IV

COMMITTEES AND THEIR DUTIES

Sec 1  The Executive Board shall, not less than ninety (90) days prior to the annual business meeting, appoint a three member Nominating Committee, who shall, after having obtained the prior consent of each proposed nominee, place in nomination one candidate for each office to be filled by election, and submit a list of nominees to the Executive Board, and the President shall distribute the report to the membership not less than fifteen (15) days prior to said business meeting.  Additional candidates, who have previously consented, may be placed in nomination from the floor of the meeting.  No seconds are required for any nomination.

Sec. 2   The Audit Committee is responsible for an annual audit of the finances of the club, and is responsible for any additional audits deemed desirable by the Executive Board.

ARTICLE V

DUES

Sec. 1   The annual dues shall be set by the Executive Board.  The club’s fiscal year is July 1-June 30.  New members joining June 1 through December 31 shall pay the annual dues.  New members joining between January 1 and May 31 shall pay one and one-half times the annual dues, which will cover the remainder of the current year plus the following year.

Dues must be received by November 1 to ensure inclusion in the current membership directory.

ARTICLE VI

RESPONSIBILITIES OF REGIONAL REPRESENTATIVES

Sec. 1   Region Representatives are appointed by the President, one or more for each region.  Their duties are to establish and maintain contact with officers within the region; to sponsor social gatherings at region rallies;  to submit information and pictures to the Newsletter Editor; and to promote singles within their region to become members.

Sec. 2   Suggested activities are:

1.  Be a host or hostess for singles at the regional rally in your region and at as many rallies as possible.

A.  Place a sign up sheet on the bulletin board, identifying planned activities;  also time and location to get together for coffee or friendship hour.

2.  Recruit new members

A.  Check registration cards at rallies and extend personal invitations to all singles to join in social activities

B.  Always carry a Fee Wheeler membership application.

C.  Contact prospects within your region from a list furnished by the President.

3.  Know your Region and Unit Officers

A.  If they need help, volunteer.  It is a good way to meet others.

B.  Consider planning a Free Wheeler mini-caravan or rally in the region.

C.  When the International Rally is in your area, recruit Free Wheelers to help.

4.  Develop Unit Representatives to contact WBCCI members without spouses to join in social activities at Unit rallies, meetings and caravans, to develop new friends, retain their WBCCI membership, help and encourage those members who need to learn more about driving their vehicles to ask for assistance, hitching up, or other needs.

ARTICLE VII

AMENDMENTS

Sec. 1   These Bylaws may be amended at any business meeting of the Executive Board by two-thirds vote, provided the proposed amendment has been submitted to all members of the Executive Board in writing ten (10) days prior to such meeting.

Sec 2.   Such amendments shall become effective upon adoption.

ARTICLE VIII

DISSOLUTION OF THIS INTRA CLUB

Sec. 1   In the event the members of this Club deem it desirable for this Club to dissolve, the members shall through the President of this Club follow the appropriate procedures as prescribed in ARTICLE VII Sections 1 through 6 of the Bylaws of the International Club.  These procedures are in accordance with Section 501 c 7 of the International Revenue Service Code.  None of the funds or property of this club shall inure to the benefit of any member.

ARTICLE IX

LIABILITY

Sec. 1   Neither the Club nor its officers are responsible for loss of or damage to property or for injury to or death of a person on the premises of any Club function.  This freedom from responsibility for loss or damage to property applies regardless of whether that property has been received by any member or officer or left upon the premises.
